While both roles are important, delegates and council share separate responsibilities. The two prerequisites to becoming delegate and council are the same as described above in the Military section - Noes citizenship and a Hwarone Pass are required. Likewise, once you have become a council or delegate you will no longer require a Hwarone Pass to enter the city.
The process for becoming elected to either delegate or council is similar. The first step is speaking with liaisons' Lam or Wong about your desired position. After beginning your campaign you may begin raising 100 million coins which must be donated by a minimum of ten citizens of Noes (ten aislings donating ten million coins each). At the time of this writing, it should be noted there are no laws against asking friends or even having siblings donate to your campaign in Hwarone. ((This is mostly due to such low population for the time being.))
After raising the necessary gold requirement speak with either Lam or Wong again to begin the voting process. Citizens running for council require a total of five votes in favor of you, while delegate require a total of three votes in favor of you. There is a voting period of two double-moons. At the end of this waiting period if you have netted at least the required number of votes you will be appointed to your respected role. So what is their purpose? The most requested assistance by both council and delegate is assistance in a ranking military member as they are required in this ceremony. Council members are responsible for the city's budget, adjusting the tax rate of Medina citizens, negotiating peace treaties, voting on the delegate's proposals and importing goods into Hwarone. Delegates are responsible for writing up new laws which are then posted and voted on by members of the council. Delegates also have the authority to remove corrupted members of the Council - though it should be noted at the time of this writing no such act has been committed by any member of council in a very long time. On the northwest side of the city lies the Council's And Delegate's chambers where all of these described actions take place. |
