Article I.
Empereur and Succession
A) The government and supreme authority of the greater Novus Imperia is entrusted
to the Guild Leader, who takes the title of Empereur of Novus Imperia. The
guild government is exercised in the name of the Empereur, by the officers
whom he appoints.
B) The position of Guild Leader and the title of Empereur are interchangeable
and are considered to be one in the same.
C) Lord Gnaeus Ramanayan Caesar, founder and guild leader, is Empereur of
Novus Imperia.
D) The title of Empereur is hereditary in the direct, natural or adopted,
legitimate male descendants, in order of age of Lord Gnaeus Ramanayan Caesar.
E) In the absence of a legitimate male descendant of Lord Gnaeus Ramanayan
Caesar the title of Empereur is reserved for and shall be given to Ambassadeur
Ramana Caesar and his direct, natural or adopted, legitimate male descendants
in order of age.
F) In the absence of Ambassadeur Ramana Caesar and of his male descendants
the title of Empereur is reserved for and shall be given to Viceroy Radiun
Aurilius Featherquill and his direct, natural or adopted, legitimate male descendants
in order of age.
G) In the absence of a legitimate male descent of Lord Gnaeus Ramanayan Caesar,
Ambassaduer Ramana Caesar, Viceroy Radiun Aurilius Featherquill, and their
legitimate male descendents the responsibility of choosing a new Empereur shall
be reserved for the guild council of Novus Imperia.
F) In the absence of all the above and a functioning guild council it is requested
of the Rangers of Temuair to oversee the election of a new Empereur by the
Novus Imperia membership.
Article II.
Imperial Family
A) The legitimate male descendants of the imperial family carry the titles
of Novus Imperia Princes. The elder son of the Emperor carries that of Crown
Prince.
B) Joachim Murat Caesar, eldest son of Lord Gnaeus Ramanayan Caesar, is Crown
Prince of Novus Imperia.
C) Novus Imperia Princes cannot marry without the approval of the Emperor.
If the Emperor cannot be reached for consent within a timely manner his approval
is considered given.
D) The marriage of an Imperial Prince without the approval of the Emperor
carries removal from the line of succession, as well as for any of his descendants.
E) The wife of the Empereur takes the title of Empress of Novus Imperia.
F) The legitimate female descendants of the imperial family carry the titles
of Novus Imperia Princesses.
Article III.
Ministries
A) The Ministers of Novus Imperia are the central part of the guild government.
Each individual minister has his own specific responsibilities, duties, and
honors. All ministers are appointed by the Empereur, and additional Ministries
may be added by him or an acting Prime Minister.
B) The Prime Minister of Novus Imperia is considered to be the senior member
of the government and second in command to the Empereur. When the Empereur
is absent for extended periods the Prime Minister shall be the leader of Novus
Imperia. The Prime Minister holds the title of Seigneur.
C) The Minister of Intelligence of Novus Imperia is responsible for the collection
of both foreign and domestic intelligence, as well as the dissemination of
information to the members of Novus Imperia. The Minister of Intelligence holds
the title of Director.
D) The Foreign Minister of Novus Imperia is responsible for conducting relations
and negotiations with foreign powers. These include, but are not limited to,
other guilds, towns, and religious fellowships. The Foreign Minister holds
the title of Viceroy.
E) The Minister of Spirituality of Novus Imperia is responsible for the promotion
religious and nationalist activities. Such examples could include guild masses,
guild appreciation events, etc. The Minister of Spirituality holds the title
of Pontifex Maximus.
Article IV.
Military
A) The military of Novus Imperia is responsible for the defense of the guild
and its holdings.
B) The core of the Novus Imperia military is the Dragoon Guard. The
Dragoon Guard is mobilized during both war and peace times. The leader of
the Dragoon
Guard is given the rank and title of Marechal d’Empire (Marshal of the
Empire), and is appointed by the Empereur.
C) Members wishing to join the Dragoon Guard must be approved by the
Marechal d’Empire.
D) The ranks of the Novus Imperia military are as shown bellow. The
Empereur or the Marechal d’Empire is responsible for promotions and
possibly demotions.
Officers - Marechal, General &, Capitaine
Enlisted – Sergent, Caporal, Soldat, & Conscript
D) During times of war or great need the Garde Imperiale (Imperial Guard)
may be mobilized. In essence the Garde Imperiale is a reservist force. Novus
Imperia members may join during peace times but they do not actually serve
unless called upon. The Imperial Guard is lead by a Marechal whom is appointed
by the Empereur.
Article V.
Guild Council
A) The guild council is the executive body of Novus Imperia. Each guild councilor
is granted several powers and responsibilities as outlined bellow.
I) It is the duty of guild councilors to admit to new members into Novus Imperia,
in compliance with the admissions procedures.
II) It is the duty of guild councilors to remove members from Novus Imperia
whom seriously violate Novus Imperia law or pose a danger to the guild.
III) It is the duty all of all guild councilors to serve as role-model members
for the rest of Novus Imperia.
B) All Ministers of Novus Imperia are members of the guild council.
C) The Marechal d’Empire and Marechal of the Garde Imperiale
are members of the guild council.
D) Princes are members of the guild council once they have obtained their
spark.
E) All other members of the guild council shall be appointed by the Empereur.
Article VI.
Novus Imperia Clients
A) Other guilds and fellowship may become part of the greater Novus Imperia
by becoming what are known as clients.
I) A client guild or fellowship’s members are granted what is
called client membership status within Novus Imperia.
II) Client membership grants an aisling access to all features and areas of
Novus Imperia that would normally be reserved just for Novus Imperia members.
They may attend meetings, join the military, etc
III) Members of Novus Imperia proper are given full access to all features
and areas of the client guild or fellowship.
IV) Novus Imperia is obligated to provide defense to all client guilds and
fellowships.
V) Novus Imperia exercises all control of foreign policy of client guilds
and fellowships.
VI) Client fellowships and guilds are obligated to provide assistance to the
greater Novus Imperia if so called upon.
B) A guild or fellowship may only become a Novus Imperia client by the consent
of their legitimate governing authority.
C) Clients may withdraw from the greater Novus Imperia whenever they choose
without fear of repercussions. However, withdrawing during a time of great
need will be seen as dishonest and cowardly.
Article VII.
Amendments to this Constitution may be made with the approval of the Empereur.
