When Imperium was first founded in late Deoch 19
there was no defined structure of government set out or
much less any real goals. Co-founder Heiler was second-command
of the guild and was given the title of Prime Minister. Co-founders
Topkyle and Cronus were the de-facto third and fourth in
command respectively though no positions were created for
them.
The early Imperium had many problems, most stemming
from the fact that the guild leadership had zero prior
experience with guilds. Membership admittance standards
were non-existent and many appointed to the guild council
abused their positions. It would take little over a deoch
for Imperium to sort out its problems and start truly
functioning as a guild.
These times are remembered as chaotic for those who lived through them.
